Can Tho Provincial Party Committee Base relic in Phuong Binh commune, Phung Hiep district, was built on a land area of ​​about 6 hectares and surrounded by trenches: Lai Hieu canal, Ca Cuong canal, Rach Cu canal, Ba Bai canal. Can Tho Provincial Party Committee Base began construction in early February 1972, on the foundation of Ba Bai's house - a former landlord, so everyone used to call it "Ba Bai Base". From this base, Can Tho Provincial Party Committee led the army and people to attack the enemy with 3 prongs, removed enemy posts, mobilized the masses to destroy "strategic hamlets", gained control and expanded the liberated areas, creating a new force for the province. On April 27, 1990, the Ministry of Culture and Information issued a Decision to recognize Can Tho Provincial Party Committee Base as a National Historical - Cultural Relic.
